Program Overview
Winncom’s BEAD Post-Award Compliance Assistance Program supports broadband providers as they move from award notification to contract execution by organizing the documentation and coordination steps states typically require prior to release of funds. The program helps align engineering, procurement, financing, and match preparation with milestone-based deployment requirements, reducing delays and improving readiness so project teams can stay focused on implementation.
Scope of Support
The program includes coordination support for:
- Network design package readiness
- Budget classification alignment with BEAD cost categories
- Match contribution documentation preparation (cash and in-kind)
- Cybersecurity and supply-chain risk plan coordination
- Professional Engineer (PE) sign-off coordination
- NEPA review preparation support
This program provides coordination and documentation readiness assistance only. It does not include legal services, certified engineering services, environmental studies, or other licensed professional services unless separately agreed to in writing.
Program Fee
Post-Award Compliance Assistance is provided for a one-time fee of $15,000, payable upfront under a single purchase order.
Credit Toward Future Purchases
Customers may qualify for rebate credits toward future purchases of BEAD-eligible products as follows:
- $10,000 credit after cumulative purchases of $250,000
- Additional $5,000 credit after cumulative purchases reach $1,000,000
Eligible purchases must be associated with qualifying BEAD projects and completed within three (3) years from the program start date. Credits may be applied across multiple qualifying purchase orders.
Credit Limitations
Rebate credits are subject to the following conditions:
- Credits applied to any single transaction may not exceed 10% of the total eligible product value of that transaction
- Credits are non-transferable, non-assignable, non-refundable, and have no cash value
- Credits may not be applied toward shipping, freight, taxes, tariffs, duties, third-party services, or past-due balances
Program Changes
Winncom reserves the right to modify or discontinue this program at any time. Any earned credits prior to such changes will remain valid unless otherwise required by law or mutually agreed in writing.
Legal Disclaimer and Limitation of Liability
🔹 No Guarantee of Funding or Reimbursement
Participation in the BEAD Post-Award Compliance Assistance Program does not guarantee contract execution, funding approval, reimbursement eligibility, milestone acceptance, or compliance determinations. The Customer remains responsible for all regulatory submissions and outcomes.
🔹 Limitation of Liability
To the maximum extent permitted by law, Winncom’s total cumulative liability under this program shall not exceed the total Program fees paid by the Customer. Winncom shall not be liable for reimbursement denial, regulatory enforcement actions, funding clawbacks, milestone rejection, audit findings, project delays, lost revenue or profits, or any indirect, incidental, consequential, or special damages.
🔹 No Reliance
Customer acknowledges Winncom is not responsible for determining regulatory compliance status, certifying reimbursement eligibility, validating documentation sufficiency, or interpreting BEAD program requirements. All submissions remain subject to independent review by the Customer prior to submission.
🔹 No Legal or Accounting Services
Winncom does not provide legal, accounting, or regulatory interpretation services. Customer agrees to obtain independent professional guidance where required.
