NTIA Issues Sweeping Overhaul To BEAD Program
In June 2025, the NTIA introduced a comprehensive restructuring of the BEAD Program following testimony by Commerce Secretary Lutnick before the Senate Appropriations Committee. The changes mark a significant shift in how states award broadband infrastructure grants—moving away from regulatory preferences for fiber and social equity toward a model focused on cost-efficiency and technological neutrality.
As part of this overhaul, all previous awards, final proposals, and scoring rubrics have been voided. States are now required to revise and resubmit their applications under the new “Benefit of the Bargain” framework, which prioritizes the lowest-cost solution that meets technical benchmarks, regardless of the underlying technology.
UPDATE: Wave 1 of the Benefit of the Bargain has officially closed across all 50 states, though some states still have unbid Broadband Serviceable Locations (BSLs) and project areas remaining.
